PCA Superfund Site Landfill and Impoundment Closure, Sludge Stabilization, Cover System

An open 15-acre landfill and a lagoon filled with wastewater sludge from a paper mill process are part of the PCA Superfund site. FTCH provided study, design, and construction engineering to close the landfill and remediate the sludge lagoon. Our innovative closure plan used fly ash from a neighboring power facility to solidify the lagoon sludge, which was then used to establish a subbase and proper slopes for installation of multi-composite cap. The project involved dredging sludge from the lagoon and mixing it with offsite ash and compacting approximately 400,000 cubic yards of the semi-impermeable product onto the landfill. This project had many significant environmental and economical benefits.
